工信部负责人近日透露,2011年的前三季度,我国工业系统节能减排目标没能完成,第四季度节能压力较大。
被高耗能行业连累 三季度工业节能不及格
工业和信息化部部长苗圩称:“今年前三季度按单位工业增加值的能耗完成了2.56% ,全年目标是4.5%,而此前三个季度应该完成3.4%。”苗圩表示,节能任务出现欠账的主要原因在于六大高耗能行业受需求的牵引增长较快。
苗部长所说的六大高耗能行业是指石油加工炼焦及核燃料加工业、化学原料及化学制品制造业、非金属矿物制品业、黑色金属冶炼及压延加工业、有色金属冶炼及压延加工业、电力热力的生产和供应业。能源局数据显示,今年前五个月,六大高耗能行业用电绝对量占第二产业用电量的三分之二,占全社会用电量的近二分之一。
可以看出,石油、冶金和电力行业耗能最大,用电最多。这些行业作为国民经济的支柱性行业,对国民经济的发展起着至关重要的作用。同时,他们的一些小小的进步,所能造成的影响更是不容小视。所以,若想更好的完成十二五规划中的节能减排目标,首先应该在这样的巨头行业上找突破,而不是丢西瓜捡芝麻,为国民经济发展留下祸患。但其实,对于节能这件事情,对各行业来说都有一些共通的地方。
