《上海市生活垃圾管理条例》7月1日起正式实施，北京市有关部门表示将推行有害垃圾、可回收物、厨余垃圾、其他垃圾的四分法，深圳计划2019年至2021年期间每年安排生活垃圾分类激励补助资金9375万元……

随着垃圾分类政策的推进，垃圾桶成为了新的财富增长点。阿里巴巴的数据显示，近一个月来，在“塑料制品王国”台州，约3000家日化企业受益于垃圾分类，线上买家增长近一倍，企业销量同比增长超45%。

十年前，1988年出生的湖南人罗武军来到台州黄岩，寻找他的生意门路。在一家生产垃圾桶的公司，他做起了业务员。去年开始，他发现了市场巨大的变化。“以前是自己找客户，现在角色反了，客户自己上门，而且我们还可以挑，现在单子太多，我们只做现金客户。”

“什么时候能发货，能不能快一点，我们等着用。”给罗武军打电话的是一个乡镇的党委书记。他来催货，两万多个垃圾桶。

在礼貌和客气的氛围里，他们完成一场沟通。“现在很多地方环境和垃圾这块都是一把手抓的，地方上都很重视，所以，很多打电话的是乡镇的党委书记。”

罗武军出差的频率也日渐增多，原来两个星期出差一次，现在一个星期两三次。公司在一些地方政府的招标上面中标后，罗武军要去和政府单位沟通，落实一系列的后续跟踪。

黄岩号称“模具之乡”，垃圾桶也带旺了模具开发产业，不少塑模公司贴出了新的招人广告。

与之相比，垃圾桶之外的塑料制品正是一个淡季，且利润惨淡。冰火两重天的格局，让很多业内人士跃跃欲试，开始放下“脸盆”“花盆”，去疯狂地开发垃圾桶。

“垃圾分类一搞，在台州，不谈垃圾桶都不好意思说自己是做塑料的。”一名生产塑料花盆的80后老总在朋友圈发了这句感慨。他的身边，至少有十几个朋友已经启动垃圾桶的开发。开一套模具好点的四五十万，小的只要二三十万，对于这些深耕多年的中小企业主来说，也并不是太大的投入。有的企业刚刚开发了三台模具，一台每天就能生产几千个新款垃圾桶。

根据住建部要求，接下来一年多时间内，还有46个重点城市也要步入垃圾分类“最严时代”，预计未来五年内，全国的市场都会释放巨大的需求。

对于这个行业来说，速度就是金钱。不难预见，对于机加工行业的一众企业来说，垃圾桶模具制造又将是摆在他们面前的一块新蛋糕。
